CURRENT

Mike Clark is the Director of West Coast Real Estate at Invoke Tax Partners. Mike came to Invoke through its acquisition of Ad Valorem Tax, Inc. (AVTI) in 2020 where he has been an employee of AVTI since 1987 and President and Principal since 1998. Mike says that “Invoke’s guiding principles strongly aligned with AVTI’s, with an uncompromising commitment to client service and results, operating within a spirit founded in professionalism and integrity in all dealings with clients, assessment authorities and employees.”

PAST

With more than 40 years of experience in the property tax field as an assessment official, a corporate property tax director with national responsibilities and as a property tax consultant, Mike brings a unique perspective and body of work to client property tax issues. He began his career as a commercial appraiser in an Oregon county assessor’s office, where he also trained as a data analyst under Ross Stevens, PhD on the first known assessment application of multi-variant regression analysis in residential value estimates, a for-runner system to today’s internet algorithms. He continued his career in the private sector as a Property Tax Manager for a national restaurant chain, then as a Property Tax Director for a national lodging chain, both based in Southern California. In 1987 he joined the newly-formed Ad Valorem Tax, Inc. (AVTI) as Vice President and Principal, becoming President in 1998. His area of practice was concentrated in the Western U.S. with emphasis in California while overseeing the national coverage of AVTI.

Mike is considered an expert in forming and implementing the strategy for legitimately minimizing the financial impact of a California Proposition 13 re-assessments for clients, whether for an individual property or a portfolios of more than 1,500 commercial properties, most notably for three of the five largest corporations in the world at that time. He is also known for identifying and quantifying intangible value in assessment appeals for specific property types.

In the late 1980s, he was the designer and co-developer of the first successful PC-based corporate property tax management system, PPTMS, which was licensed to 500 companies and large accounting firms. Through the process of developing PPTMS, Mike discovered and embraced the power of mining data in identifying over-assessed client properties on both an individual basis and for a large portfolio.

EDUCATION AFFILIATIONS

Mike graduated with a B.S. Degree in Business Administration with a concentration in Real Estate and Finance from the University of Oregon. Later, during his private sector career, he was thoroughly and extensively engaged in appraisal education from the Appraisal Institute, and continues to be so. He routinely attends IPT educational functions.

Mike Clark is a General Certified Licensed Real Estate Appraiser in Colorado, Nevada, New Mexico, and Utah and is a Registered Tax Agent in Arizona and Los Angeles County. He has received the designation of Certified Member of the Institute of Professionals in Taxation (CMI). Mike has authored articles in The Journal of Property Tax Management, of which one article was the recipient of the IPT’s Literary Award. Mike has served as a speaker at numerous IPT conferences and symposiums as well as events for the International Association of Assessing Officials, Society of Auditors and Appraisers, the California Association of Assessors, Georgia Association of Assessors, The Western States Petroleum Association, as well as a guest lecturer at Cal Poly Pomona University. Mike has participated as a member of the Los Angeles County Assessor’s Taxpayer Advisory Committee. He was also one of several founding members of the California Alliance of Taxpayer Advocates (CATA) and served as its first Secretary.

Mike is also active in Rotary International and Rebuilding America.

OTHER

Mike enjoys tent camping throughout the Western States with his brothers and friends, as well as camp cooking. College football and foreign travel are high on his priority list too. Mike is based in Invoke Tax Partner’s Southern California office in Covina, California and also lives and works in the San Bernardino Mountains in Lake Arrowhead, California with his wife and daughter, their Bernese Mountain dog, Jake…and three strange cats.
